We are licensed Professional Engineers in NJ, DE, MD, NY, VA, TX, and LA and belong to the American Society of Civil Engineers, National Society of Professional Engineers, International Code Council, and the Texas Windstorm Insurance Association. We hold many certifications in structural engineering, building inspection, windcode and insurance expertise.


Aran & Franklin Engineering Inc.

Chandra Franklin Womack, P.E., is the Owner and President of Aran & Franklin Engineering. A 2006 graduate of Lamar University with a BS in Civil Engineering. She earned her Texas Professional Engineer license in 2010 and also is licensed on Louisiana.   She is a TDI Windstorm Appointed Engineer and a member of A.S.C.E. She has performed the windstorm design on thousands of structures in the Golden Triangle and Bolivar Peninsula.Chandra has been project manager for all the Disaster Recovery projects in Texas due to Hurricanes Dolly and Hurricane Ike as well as the Bastrop wildfires.

Aran & Franklin Engineering, Inc consists of  a group of dedicated structural civil engineers specializing in windstorm design and inspection. We accept work primarily in Texas First Tier Coastal Counties of Jefferson, Chambers and Galveston, but service all the Texas Gulf Coast. We are an independent firm working in conjunction with the Texas Department of Insurance (TDI) - Windstorm to certify buildings in high wind areas.  We also work with clients to provide construction documentation to the cities and counties as required. The majority of A&F's clients install homes on elevated piling foundation systems.

Chandra is supported by two additional engineers, four full time field inspectors, six front office employees, and a full time production staff.  They are well qualified to handle your Windstorm and Structural needs.

Coulbourne Consulting

Bill Coulbourne, P.E., is a structural engineer with expertise in engineering for natural hazards. He specializes in designs for high winds and flooding including areas subject to hurricanes and tornadoes. Bill is considered one of the nation’s experts on building in coastal areas. He has designed many structures to resist the effects of hurricane force winds, storm surge and flooding and inspected many structures that failed under the forces created by hurricanes, tornadoes, storm surge and waves.

Coulbourne Consulting's expertise lies in developing solutions for the problems created by the effects of disasters. Bill’s experience as a builder coupled with his engineering expertise helps create solutions that can be built. Coulbourne Consulting applies the principles of structural engineering to the solutions and works with clients to make sure those solutions are easily understood. Bill has written many papers and made many presentations on engineering solutions required for high winds and flooding including a January 2013 article in Civil Engineering magazine on Foundation Designs for Storm Surge.

Lortech Construction Engineering Inc.

William C. Longo, P.E., C.M.E.  founded Lortech, Inc. in 1993. After graduating from Rutgers College of Engineering he worked as an associate and staff engineer with two Central New Jersey engineering firms. There he gained design and construction management experience working on projects ranging from residential subdivisions up to multi million dollar public works projects.  He acquired experience in planning, design and management during construction, including field modifications, change order negotiations and value engineered re-designs.  After this time, he served as Chief Engineer for a New Jersey Highway/Utility contractor which performed work in New Jersey, New York and Pennsylvania. 

Since forming Lortech, Inc. in 1993, he has worked on thousands of projects on all scales from residential up to and including multi-million dollar public works projects.  Services on these projects were of either a design nature, or consulting nature in the form of litigation support/expert witness services. Clients include Owners, Contractors, Insurance companies, Attorneys, Architects and other Consulting Engineers.
